Yes and no, what about the rest of your system - CPU, HDD, RAM? There may be bottlenecks. Is your PSU up to it? Enough amps on the 12V rails? Case have enough cooling/size?

Can you please post a screenshot of HWInfo32's system summary screen in the drivers guide in my sig - search for snip in the start menu. You also need more memory, 2GB is not enough for gaming. The summary will help though.

Did you build this system yourself?

    • Buy a matched 4GB kit of 800MHz DDR2 RAM - Corsair is a good choice, or Kingston, or G-Skill. Replace your old RAM.
    • The HDD is looking off - is it a SATA hard drive? How is it connected - it should be reporting 3GB /s not 1.5GB / s.
    • Update all your drivers and BIOS.
    • The CPU is fine, although if you want to play GTA 4 you need to go quad.

Your performance should be fine then.

The guide in my sig has the details - also how is your HDD connected? It will not affect performance very much, mostly loading times, but the 8MB cache is low too.
