ok tell me onething that after reinstalling the windows will it run properly i mean do i need to update the driver or let windows to use it;s own driver

i'd hold off on the reinstall for a while, someone may have another solution.
but after reinstalling allow windows to instal the WDDM driver (you can update it at a later date), Aero should find its way to the surface straight after the driver install, if not a trip to the ''personalization'' tab on the desktop will allow you to alter the Aero colors & transparency....:)
what version of windows is it anyway..??

i remember that when i first install this card on my pc with win7 32bit. Windows first install the wddm drivers and after i restart the pc and logon then i see my theme change to basic all is grey and then from that time still i got the issue

well...... everything points to Aero being present & functional.
were gonna have to wait & see if the ''Guru's'' have any options, before you perform the reinstall.
you did install your motherboard drivers after installing windows didn't you..??

all the motherboard drivers are uptodate even bios
