Well the error doesnt happen as often as it did but it is still happening with certain applications. Could i be that i bought ram that is "optimized for intel platforms"? and i ran that driver checking program and it says my raid driver is out of date. could that cause it? i am just wondering if i should rma my card

Yeah, power supplies and video cards are the most common problem components. You've covered the power supply part. Can you borrow and try a different video card? If not, and the video card is under warranty, I would definitely RMA it.
