The clip is up just enough to where i need to push it down to be able to take the card out.
    That should be fine.

I installed a new 700w PSU and the problem seems to be worse now. Froze on the deskstop 3 times now instead of in games like it normally does.

I was wiggling the video card around a bit when i was installing the PSU, maybe it is loose in the slot.

This is the PSU i try'd out. Tell me if its any good.

    Newegg.com - COOLMAX CL-700B 700W ATX 12V V2.3 Power Supply - Power Supplies

To chime in here, while that is a cheap power supply (a $59 dollar 700w power supply should tell you something), I suspect a quality power supply still won't fix the issue you're having. Switching out parts without proper diagnoses is expensive, and frustrating as you just found out

If the video card isn't properly seated and/or you're having "fitting" problems, i'd start there.

    Just my two cents
