Try checking for registery errors. I'm pretty certain it's got nothing to do with this but it can't hurt.

EDIT: This just came to me all of a sudden. Try installing Nvidia System tools (http://www.nvidia.com/object/nvidia_...ools_6.03.html) and see if that helps, you never know; you might get lucky
There must be something wrong on the hardware side. Windows 7 should have Microsoft's native drivers for that card. They should have installed during Win7 installation. You may need to reseat the card and check the pci-e power cable that goes from the PSU to the end of the card is plugged in.
Are you still using the SMPS SERIES PRO 380W PSU?
