    Because ATI drivers are notoriously buggy and problematic. Because of this reality, not every card is going to work perfect in every system.

    I agree with Fumz yet again like i said it goes to your setup not everycard will perform the same on every system then again people set them up differently

    if all else fails you can start all over and re-do the whole unit to make sure everything was properly configured and if you havnt checked your psu voltages that could have a great effect on card performance there are some of the things i would check

    psu amps

    configuration

    connection

    multiple gpu testings to make sure the card isnt defective

    also test in a different system to isolate issues it could be your mainboard too
    but that is a list of things i would go over and also run it without drivers and see if there is a diffrence as well

    I completely uninstalled everything associated with ATI and AMD in my computer. Deleted anything I could find that involved AMD/ATI. Reinstalled my Mobo's chipset and 10.6 driver. In default settings for the Catalyst Control Center, i still see those flickers. But I went into the 3d settings in CCC and played around with them a bit.

    It seems that using SMOOTHVISION HD: Anti-Aliasing in level 8x with Narrow-tent Filter (Samples: 12x) and Anti-Aliasing Mode set to full quality (Super-sample AA) does the trick. Any lower of these two settings and I see those flickering boxes.

    Here's my setup for the 3d settings if anyone has a similar problem.
    SMOOTHVISION HD: AA - level 8x, Narrow-tent Filter
    SMOOTHVISION HD: Anisotropic Filtering - Per-pixel samples 4x
    Catalyst A.I. - Advanced
    Minimap Detail Level - Performance (2nd tick from left)
    Wait for Vertical refresh - Off, unless application specifices - (2nd tick from left)
    Anti-Aliasing Mode - Super-sample AA (last tick, full quality)
    OpenGL Settings - Unchecked Triple Buffering

    Split Second still experiences the flickerings no matter what, probably because it's not updated. Or because I didn't put the graphics of that game to Very High (I get laggy if i set it go very high). But the flickerings only occur when loading and sometimes on the rear of my car. Doesn't impact the gaming experience so its fine i guess.

    I doubt dust was involved in this issue, but I'll dust out my rig nonetheless as it's about time I do that already =P.
