Where to start. Just one of those cards should be plenty enough to play any game at just about any resolution at max settings plus some AA. The odds are good that something else in your system is holding you back. Drivers can also be a problem with those particular cards.

If it's an Alienware product you might try asking them why your system isn't performing up to your expectations. You might also try running 3Dmark Vantage because it will give you a good starting point to gage your system against systems like your own.

As for your processor speed changing. The i7 uses a turbo mode which changes the CPU multi depending on load and there is also a version of speed step and or C1E halt state which down clocks the CPU when it's idle but neither of those should be causing you any problems with your cards.

    Remember it's Alienware(Dell).

No matter what it could just be a bios issue or improper overclocking. He mentioned his CPU was running at almost half what it should.

My 9800 is running better than his from what he's describing.

Nothing personal but Aleinware hasent been very reliable(particulairly their laptops).

well, i had my computer on power saving mode, not high performance, so i fix the processor thing, but i ran Napoleon total war on ultra high graphics, fog effect, heat effect, i basically put the graphics on napoleon total war as best as it can be, and i zoomed all the way in to c them battle, and my computer didnt shut down and the game didnt crash, it ran smooth, one problem i encounter is that my troops was invisible until i clicked on them, is becuase my processor to slow? or is it becuase dual ati radeon 5970's cant handle the game? might i have to overclock?

to check the bridge just pop open the side of the case and make sure its on the cards good, and its not the gpus that are slow... unless the bridge is bad, i'd check that first then go from there

Have you updated all your drivers. Stupid question i know, but this can have an affect.

Do you play any other games, and have they got similar issues

don't forget to pick up the Crossfire profiles from ATI
    Drivers & Support | GAME.AMD.COM

they tune the card(s) for max crossfire effects - in certain games..

yeah i downloaded the latest drivers for my graphic card, I've also downloaded some additional files, And my graphic card get hot just by having my computer on, and hotter when am playing a game. Also when i click on "Identify GPU" on my ATI Catalyst Center, a big 1 appears on my screen, does that indicates that its only finding one gpu?
