Yes! That was what I wanted to see you write that the problem moved with the drive. Before you think the drive is the problem the next move is to take your time and see how your BIOS settings are set, write them down and see how they look compared to your brothers settings. If nothing there shows any different then we'll move to the next step but I do like your idea of rolling your driver to an older version, I found 10.3 to be the most compliant.
With the machine just turned on hit f2 which brings you to the BIOS screen then just look at the settings in each field and write down what they are and exit BIOS and the PC will boot.
Do the same when checking it against your brother's PC and if it looks exactly alike that's good and work on trying to get version 10.3 of CCC and drivers.
Even better, use a digital camera and take a picture of each screen in the BIOS and compare them to your bro's screens.

You installed a new 2 gig of Kingston DDR-2 RAM to your computer.
Did you replace the old 512MB module(s) with the new ones?
Do you know what the brand and model # of the old RAM modules were (are)?
Do you know the model # of the Kingston Ram?
Do you know what Brand and model number your motherboard is?
imma check that in a bit, and my driver is not at 10.3 yet, as of what i can see :S. unless you have a secret hidden driver or link aviable LOL.

100% it's not my rams, i made my dad check with every single ram we have (even my old 1). and total we tryed 8 different ram (total over 1-8gb each time), different rams. aswell kingston. the problem still appeared. so it has to be my graphic card :S
Include, he's knowlegded with stuff inside a pc (way more than i am), he checked that modules aswell, as of what he said it was like it should be. :S
TVeblen has given you an outstanding tip about taking a shot of your BIOS Screens and comparing them with your brothers. I am leaning that your BIOS and your brothers are not going to be set the same way or he may have a different BIOS version, aside from that I am also leaning toward the driver and CCC, I think neither you PC or video is your problem. I'd rep TV again but it won't let me.
