I searched Newegg for PCIe x16/2.0/2.1 and DX 10/10.1/11, and looking thru them from lowest to highest, he doesn't need a 3D gamer card, just something to run Aero Glass. Considering his PSU and reviews of the cards listed and warranty, I would recommend these:

Newegg.com - XFX HD-545X-YNH2 Radeon HD 5450 (Cedar) 512MB 64-bit
Newegg.com - BFG Tech BFGE84512GS64E GeForce 8400 GS 512MB 64-bit
Newegg.com - XFX HD-435X-UAH2 Radeon HD 4350 256MB 32-bit
Newegg.com - GIGABYTE GV-R435OC-512I Radeon HD 4350 512MB 64-bit
