The System Idle Process is the percentage not being used. If Safari is the only thing using processing power then Safari + System Idle Process = 100%. I'm not sure how to do it in Safari, but you may want to look to see if you have an add-ons or plug-ins, both of which will eat up RAM and processing power.

EDIT: and before I forget, Optimize Windows 7

Looking at your specs shows your running 2 gb of DDR PC2-5300 and 2 gb of DDR PC2-6400 manufacturer unknown.
Which means the DDR PC2-6400 is probably defaulting to the DDR PC2-5300 speed, I would suggest getting another set of the DDR PC2-6400 providing your motherboard will run the Ram at that speed.
To be honest I'm surprised your not having issues using mixed matched Ram It's never a good idea to do that your just looking for problems
So providing your board can run at the DDR PC2- 6400 speed you might see a performance boost by simply matching that set of Ram, Fabe

I've done most of the tweaks, from that section, the only part i cannot perform is which requires a SSD, which i do not have if you can give me any recommendations on that, like good value for money as well as performance.

so you said that when it was idle, it was using 12%. have you cleaned cookies and history?
if not, try doing that, and also, try downloading CCleaner, which might help.

SSD makes no sense at this point. Forget that one.

As to the mixed RAM, that'll cause issues of another sort, but very unlikely the high CPU usage. However, I completely agree with the fabe and do suggest you find a matching pair. Maybe your issue now is RAM related, don't think so, but you never know.

As for the high CPU usage... Unless you are actually doing something or something is running, your CPU should be idling at or near zero. Anything above that, and you have a process stuck on run. If you've checked the task manager as suggested you should be able to find the offending program(s). If you do find them perhaps you can post a screen shot?
