It is personally impossible for me to OC my cpu as i know nothing and have read many tutorials but to no avail. I am planning to buy a GTX 460 1 GB and a PSU, and buying a new CPU and Ram is too much on my budget. So, can someone please tell me how to reduce bottlenecking without OC'ing my CPU.

It's pretty much impossible to make your CPU faster without overclocking it and making it run faster. I'd just wait for your new card to come and see if you actually run into performance problems. I think a lot of people worry too much about stuff like this. CPU's can do an amazing amount of work these days...and are rarely a bottleneck in a system.
But i'm really worried that i wont get much improvements in games. I dont want to waste money
what video card are you coming from...and what are you expecting to get out of your new card?
An Asus 8600GT 512 MB DDR2, i expect a huge jump in performance. But I'm afarid the CPU will bottleneck it badly.

No, I'm not absolutely sure. But more than likely, many games won't push the GPU to it's absolute limit, which means that your CPU won't be at it's limit either. And if your CPU did slow down the game somewhat, you can adjust those settings a bit to reduce the load on your CPU...while still gaining immensely from having the higher powered GPU. Considering how few games really take advantage of quad core technologies, and you are are running on a Core 2 Duo at 2.6Ghz....for many games and such you should be A-OK.
