    12V Rail

New rig has 11.87V on 12V rail. Should I be concerned?

Nope. Will be fine. Anything between -0.50 volts and +0.50 volts is fine.

It also depends on what method you use to read the voltage. Sensors sometimes lie. The only way to really tell is to use a volt meter, and I would avoid that if you don't have experience with using one. Quite easy to damage components if you aren't careful.
