Try booting into safe mode to use system restore.

Restart PC, while it's booting, before the starting windows animation appears, tap F8 button repeatedly until the PC gives you the safe mode options:

    Advanced Boot Options

Choose~ Safe mode with command prompt

    Enter

When the command prompt loads, type rstrui.exe and press enter key

When System Restore loads, try a restore point from before this began

Let us know if this doesn't work, and we'll present more options. A Guy
