Does the dongle show up as installed correctly in Device Manager? Right click my computer >> Manage >> device manager Take a screen shot if you need to. May just need to simply update your phone software and or update the drivers for the dongle.
I've checked the device manager and the dongle is installed correctly and has the latest drivers. Also, as far as I know my phone's software is updated. Still, I cannot transfer anything between my phone and the PC.
DO you have another bluetooth phone you can try? to eliminate phones being the issue? And if you have a blackberry why not connect it via USB and transfer files that way? Lot faster too
EDIT Make sure your following the steps below from Blackberry when trying to send files to and from.
To send from Blackberry to PC:
In the Notification area on the Start Bar, right click the Bluetooth Icon and select Send a File or Receive a File. Then browse to the file on your Blackberry and select Send Using Bluetooth. By browse to the file on your Blackberry, I mean, using your Blackberry browse to the file, for example, open the Media Browser, look under pictures, and select the picture in question.
To send from PC to Blackberry:
On your blackberry open the Media application. Hit the Menu button and select "Receive using Bluetooth". On your PC, right click on the file, select Send To... >> Bluetooth Device. Follow the prompts.
I do not have another Bluetooth phone. However, I think I'll just use a USB cable to transfer files. Using Bluetooth between my BlackBerry and the PC turns to be to much hassle.

I have faced this problem several times in the past and didn't find any proper solution on the net. Finally I was able to do it myself and thought I will share those few precious steps that can save time for others.
It's pretty simple to enable bluetooth in windows 7 home basic.
Go to Devices and Printers->Right click on laptop-> Choose blue tooth settings...turn on/off the bluetooth adapter... voila!

I have found that Win 7 and BT are a disastrous mismatch. I finally got my headphones connected using Bluesoleil which worked but grabbed 70-80% of my CPU and screwed up my laptop. I suspect BT requires the field to itself. It is a complete pain with 21st century PC's - avoid it. The name is silly enough anyway.

got Lenovo laptop with Bluetooth 4.0, and Lenovo smartphone A536 - also BT4.0, and no way to get BT work.
I must transfer data with USB.
Also have no BT icon in Control Panel; my BT settings are in
