To be on the safe side I'd get important data off.
Recuva is free and highly regarded.
Then chkdsk /r will do a thorough bad sector disk check & recover.
So chkdsk /r has been running for around 7 hours now, and is on file 33,000 out of around 49,000. It's 10:25 PM where I am, and I was gonna go settle down and watch a movie, then go to bed.
I don't need to really keep an eye on the machine, do I? Even if there's an error, it's nothing that needs my attention until morning? chkdsk has never taken me this long before, so I'm not sure.
Okay, it's done. It says it fixed some errors, but no luck. Same "Access is denied" message.
I can get to drive properties, etc, via Right-Clicking. It says there are 0b free of 0b available.
I downloaded recuva, and recuva says that the drive is fine. It can open it fine, access files, etc.
Post a screenshot of the drive from disk management using the snipping tool.
Use the paperclip or manage attachments to upload.
It could be a format issue or a MFT (master file table) issue. Possible options include.
(1) extract data with Recuva as I recommended earlier. Reformat disk and return data
(2) could try the partition wizard and see what it has to say about the disk. After backing up with recuva, you try it's partition recovery function.
The screenshot would help so would posting back if you've fixed it.

Since you can get to the Properties panel of the drive, can you please check to see if its not something as simple as taking ownernship of the drive, although I have to admit I don't know why this would have changed since you would have had ownership of this before.
Please try this:
1. Follow this tutorial to take full ownership of the I:
Take Ownership Shortcut
2. Follow this tutorial to change the permissions of the drive (you only need to perform Step 1):
Permissions - Allow or Deny Users and Groups
Please post back to see whether this has changed anything.

when I did that it takes so long to take ownership...
also sometimes it external hard drive will not show up... when it does show up it says drive J.... and then 5mins later it says element (name of driver) then it lags a lot.... now I'm using the chkdsk j: /r command and so far it's replacing bad sensors, taking so long with 1tb external hard drive and it's been running since Monday night which was Jan 3rd 2011...
it had something to do with mess up master boot table because my internal hard drive said " Missing OS" so I had to use flash drive to fix it but it didn't work when I use the fix command because I use some software to delete zero and one wipe space that's why it says " missing os" then when trying to fix it, can't find image so I had to use flash drive to get os back and now external hard drive reads " invaild Permetors or something" but it only shows up under my computer and not computer manager
