Windows 7: PC starts , but no screen.

Ok so main board sees card , well it is one of 2 things , power supply or video card and I am more inclined to say the card is bad because usually a lack of power to the video card should cause an error beep like it is doing with out the card installed ,, just my 2 cents mileage may vary

i can get a PSU but i need to be sure.
no way i can buy a new video card , so i need to be sure and how to fix it
