you can perform the format in DOS or PE environment. But you should backup files of the drive first. as the chkdsk or formatting may damage origianl data and file system.
another reason that drive can't be formatted is bad sector, you need to have a check.

I have a new computer, Dell Inspiron 580 Windows 7 64-bit. I was trying the "Format" option in Windows Explorer and got the following message: : Windows was unable to complete the format." I had a DVD R/W disc in the drive.
