Data Transfer using Internal -> External USB

I suppose this is more of a question/answer than an actual real-time issue. Mneighbor has a 10 year old HP desktop and his computer fails to get past the Windows XP loading screen. I broke the news to him that he can replace the hdd/os or he can just be practical and upgrade to a brand new system. I tried to transfer his files off by adapting his IDE drive to USB with a data transfer adapter. I was trying to transfer the information to his windows vista laptop. The USB installation "Chime" sound kept going off and on (as if I was unplugging and replugging the port) but it would not show up in 'My Computer' with the exception of showing up for a split second. The drive never lost power while in it's original tower so I doubt that the drive disconnecting is due to power issues.

My question is this; Did windows vista pose to be problematic with external hard drives? My next plan is to try with one of my Windows 7 laptops to see if I can bring the files over to my computer so that I can create discs for my neighbor. Is this worth trying at all?

Are you using an adapter like this ?

Are you getting enough power to the old HD ?

Are the USB ports on the receiving computer USB 1.1 or 2.0 ?

yes, yes, and usb 2.0.

I ran devmgmt.msc to uncheck powering off the usb root hub (I figured that might have been the problem) but that didn't help

I tried using the Power cord with the data cable, and also using the computer's power supply itself with the data cable to usb on the laptop, again, no avail.

the drive doesn't stop spinning and the power is constant. I really have no idea what to make of this.
