My guess is that it isn't Windows since when I insert the unifying receiver it appears to install the "new device" successfully. The only other wireless device that's connected is an MS laptop mouse which I remove when trying the Logitech. I plan to try un-installing all USB ports but need to get my old PS/2 mouse of of my storage locker first since as soon as I un-install any of the USB device entries, I lose both my mouse and my keyboard leaving me dead in the water. I can see this is escalating to a fresh Windows install but, obviously, I was hoping to avoid that.
My MB, by the way, is ASUSTeK P7P55D.

I am running a logitech m305 on a P7P55D-E and have a wireless mouse (different make) that also runs on this rig I doubt its the board

This is a strange issue and I personally believe that it is windows related since the mouse works on another system, there is no interference in the area of the PC, the USB ports work for your current wireless mouse and your keyboard.
I have the same board as you and recently used 5 different Logitech Wireless mice in the past few days on my system, Logitech Performance MX with Unifying Receiver, MX Revolution, V550, G700, V220

There is one other possibly related symptom. Prior to getting the new mouse, I discovered that my keyboard would only work in some of the USB sockets.

Yep I agree,

Try this;
General USB problems
Click on start orb, Type Advanced System settings in the search box and click to go there.
Click on Advanced tab, Click on Enviroment Variables.
Under the window System variables click on New.
Type " devmgr_show_nonpresent_devices" (without the ") as the variable name and type 1 as the value.
Click ok 3 times to close the windows
Click on start orb, Type Device Manager in the search box and click to go there.
Click on View, Click on Show hidden devices.
Now you can uninstall all old and unknown USB devices.
Open windows Explorer go to computer in the menu bar, Search for infcache.1 and delete it
If it still does not work remove all USB devices and then uninstall the USB controller(s) followed by a new start

Sorry, you're right. It happened a while ago when I'd unplugged the KB to work on another machine. I re-plugged to a different port inadvertently and discovered the problem. When I plugged it back into the original port, everything was fine and I moved on.

OK, had a huge list of "Other Devices" and laboriously uninstalled all but the last. When I uninstalled it, I was prompted to re-boot to complete the process. Went to Explorer first to try and delete INFCACHE.1 but got blocked by security: "You need permission to perform this action. You require permission from Administrators to make changes to this file." I am an Administrator but was unable to delete the file. Allowed the re-boot to proceed and, voila, all the unknown devices are back!
