Welcom to Seven Forums DjMollet and thanks for filling in system specs.
This is a hard one. Do you have some back-up graphics card to swap out and try?
Try to uninstall the graphics card AND driver through Device manager. Reboot and let Windows find and install a new driver.

What were you doing just before this happened? Does your manual list trouble codes for the LED's flashing?
Did you notice smoke, smell something "hot", or feel heat?

       Tip
You can also try to find a newer ATI driver from Powercolor

Offhand I would suggest you have a bad Powercolor card.
Hopefully you can return it and get a replacement. Does your motherboard give a normal, usually one short beep when you start?

The one short beep usually means all is well, graphics, RAM, temps, etc. Still sounds as if the Powercolor board might be a fried since the other one removes the problem.

What motherboard do you have? Did you just install the Radeon and did this just start happening, or has the card been fine for a period of time? Did you previously run an nVidia card in the machine?

Pesky questions, sure, but you may have a driver issue? ATI drivers don't even play nice with other ATI drivers. ATI and nVidia are like Hatfield and McCoy.
