Bluethooth Settings Missing In Control Panel

Well, first off I would like to say this is not a bluetooth pairing problem, just thought I would clear that up haha

    Anyways here is the problem:
I have my Bluetooth adapter connected to my PC via USB.
It is seen in "Devices and Printers" as a Bluetooth device.
But when I right click to access the bluetooth settings its not in the menu.
And the Bluetooth settings is not in the control panel,
My device does not show up in device manager,
And to top it all off the Bluetooth service is running which should allow me to access such features.

I have gone through several Google pages and searches looking for a solution but found nothing.
Everyone simply suggests to do a system restore back to the time when the Bluetooth worked,
Unfortunately I have not used my Bluetooth in months so I do not know when this change occurred.

So if anyone could help it would be much appreciated. Thank you
