how to get Metadata for devices

I hope you can help me with my problem ...
So all of you know the High-Res-Icons in the Devices and Printers. I would like to know how it works, because not for each item the metadata is downloaded. I can understand that not each cheap device is recognized but I think my external Western Digital My Passport or my Nikon D3000 should be recognized or not? I found this link but this wasnt very helpful for me ... and there were several other links but theses seemed to be for developer ...

I found this link to this paper that Microsoft explains how to do it but it's lengthy:
How to Create a Device Metadata Package for Devices and Printers
and it's a developer paper. In my devices and printers they all show up with the high quality and I believe it is because I have it set that way in Device manager settings.:

I have the same options marked. So perhaps I dont realize which icons are high res ... So my G500 is displayed as it looks in real! The Icon for my WD HDD just shows a "general" picture ... is it although a high res icon? Or what is meant with high res?
