Earlier today I found how to turn Superfetch back on after the Intel Toolbox turns it off.
I have no clue to what Wishmaster is saying to do.

Windows logo key, type, without quotes, "regedit". That will bring up the registry editor. Just follow the path Wishmaster provided. Follow with caution though... registry changes are immediate, so you want to make sure you do it exactly as described.
Wishmaster is saying that the Intel toolbox not only turned off the SuperFetch service, but it also changed a registry key. So, in order to get rid of what was done,
HKLM / CurrentControlSet/Control/SessionManager/MemoryManagement/PrefetchParameters
Set Enable Prefetcher and Enable Superfetch to 1.
Then re-enable the Superfetch service and start it.

Never did registry edit before. That was why I didn't recognize it.
That does not sound like a good way to start off with a new installation.
I'm still lost. Regedit then enter this.

This I'm going to say is listed in the Services. Superfetch service.
I have never used regedit so have no idea how it works.

Right-click the SuperFetch key, click "Modify", then change the "0" to a "1".
No. You have to expand each one as you go along. Expand HKLM (hkey local machine), expand current control set, etc etc... until you reach Prefetch parameters. When you get there, highlight and right click the prefetch parameters folder, select "modify". Enter the correct value if necessary.
