Dgine what you describe seems highly improbable especially with the laptop and a USB keyboard with a new driver.
Have you tried a different keyboard language to see if the key does this:[[?

Addition: Both keys (left and right squre bracket) type two characters!
For some odd reason, I don't have restore points beyond 6 days ago...
Does shift+[ also display 2 characters?
Is the problem in WORD, NOTEPAD, Command Prompt? or always
Yes, shift+ key as well gives me a double character.
And no, it doesn't do it in Command Prompt nor in Sage's ACT! client management software.
It doesn't do it in Safe mode but does it in a CLean boot...
I'll make mods on Restore Point Default but waht is done is done.
In WORD? In excel in notepad?
Say yuo get the character you want but only twice. Also with shift. so you get [[ , ]] , {{, }} right?
Yes, all Windows based such as Word, Excel, Notepad, Outlook.
I get two characters in any language keyboard ( I tried many). I use the French Canadian Multilingual keyboard.
So, here are the actual results:
1) actual key (left square bracket): ^^
2) shift + square bracket: ¨¨
3) ctrl-alt square bracket: ``
4) actual key (right square bracket): ç (yes, only once)
5) shift+ right sqaure bracket: Ç (yes, only one)
6) ctrl-alt right square bracket: ~~
