Connect the external hard disk in any other usb slot.

If its possible remove\copy paste everything from your external hard disk in a safe place.

Quick format the external hard disk.

Scan disk for errors including the Scan and Attempt Recovery of Bad Sectors.

Then put everything back.

During the copy\paste check your system memory usage and post it here.

This would a USB powered External drive right? as in one of these Seagate External Portable Drives | Seagate
If that is so i believe that its internal power is running low and you need to have both USB connectors plugged in, leave to charge for an hour before trying to transfer any data
Unless its a drive that runs from an external power source (NOT USB) then i hope that my solution helps
