Volt Core on a Pentium 4 HT of a friend

It does seem high, based on the link, but have him go into the BIOS and check.

Yes, the core voltage should be 1.25v - 1.525v.
You should check the BIOS readings. They tend to be more accurate. CPU-Z depends on the sensor and they have been known to give false readings, particularly when they get old.
You're not looking to change anything, just to confirm or deny the software reading.
In an AMI BIOS the readings are found under the Power tab > Hardware Monitor.
