Perhaps i am missing something obvious here ....
Mine Turbos up if I use 1 thread or 8 threads.
It doesnt seem to matter how mnay, and still jumps up to the MAX multi (which is x45 atm)

I ran some more tests:
- Threads = 1: CPU Turbo max= 3.8 GHz
- Threads = 2: CPU Turbo max = 3.7 GHz
- Threads >= 3 / Auto: CPU Turbo max = 3.6 GHz
However, when I run a custom multiprocess application that uses all eight logical CPUs at 100% (normal base priority) I only get 3.5 GHz per core, with no fluctuation.
That looks perfectly normal. It's just the way Turbo Boost scales (to keep it within the 95w TDP specs)
Since you're overclocking, Turbo may actually be disabled. Mine says it's 'enabled' but it's greyed out which would indicate that it's actually disabled. You might be in a similar boat.
