The arrows that I'm talking about are just a slightly raised speed bumps on the body of the fan. You will have to look close to see them as they are the same color as the fan body. They are not stickers they are molded into the fan body itself. I can't see them in your picture but it does look like you may need to clean the dust out of the fan grill. Unless that bit of gray mat I see is a fan filter? I think you are going to have to remove the fan to see the arrows anyway, they are on one of the two sides not visible in that picture.

Sorry guys, it was a false call. I took the Y Splitter out and plugged into the PSU cable and it still spun the same way. It was just the feel of the air that I thought it was pulling air in.

Yes, that is dust. I have a dusty case. Not to worry, soon I will be upgrading to a Silverstone Raven 3, and I will buy compressed air to clean the components.
