Have you tried to reinstall everything? That includes your OS? (This will most likley be the fastest way to make sure it's not software issues) Most likley not what you want to do thought.

You can download a program called GPU-Z. Restart the computer when running the graphic in stamina. When it boost up again and is ready to run. Open the program GPU-Z press the little questionmark at the Bus Interface and press "Start Render test". Doing this will or atleast should kick the card up a notch. Most likley not much if anything at all, And have a look thru the program read the notes carfluuy. Now try the speed mode. Does anything change or does it stay the same? If it does stay the same try restarting the computer and see what happens.

If this wont work i would recommend you to try installing old drivers for your graphic card. Since the newer ones might have issues with your specefic card.

Wait, So your computer came with Windows XP from the factory. Then you installed Windows 7 by your self?

If that is the case. We have most likley found the problem.

As far as i can see there are no supported drivers officialy from Nvidida suggesting that you can run the graphic card on a Windows 7 machine.

I've seen that some folks have made mods thought but those should not be used in my opinion since this can damage your hardware and have a chance of leaving you without a computer. Here is the link to the modded files.

Also by looking at the specs of the machine i'm really wondering if that machine will run Windows 7 smoothly.

No, With this information you have provided I can not give you an accurate answer if it's a hardware or software issue. My recommendation would be reinstalling everything. And use the same files as you used for the other computer and see if the same problem still accures. If this is the case it does sound like a hardware issue. What you can do as well is move the other computers harddrive/ssd into the "broken" one and see if it works fine there. Though if you have never been "fixing" computers before i would not recommend this. Also be aware that opening the laptop may rip your warranty voids. Which means that all warrantys are gone and your retailer can not provide you with new hardware if something breaks.
