I have laptop with icore 7 2670qm and ram 4 g which is the beest 32 or 64 bit ?

64bits is the best. It can address more internal memory, so run very large executables and databases.
Has the laptop all new components??? If so, there is a 64 bit driver available.

Sounds like you have your answer already. Why consider going through a clean install just so you can use less of your internal memory (that you paid for)? I'd say to leave it as is.

windows 7 32 bit can use 4 gb of ram too,I want to know if the therise a different in performance ?

You will still lose some memory for hardware reservations, so you'll be using less than with x64. Also, should you decide to add more memory later, you would be forced into a clean install of x64 just to use it.
There's no performance difference at all, between the two...definitely not at a noticeable level.

The 32-bit version of IE9 is the default one used, you won't notice any significant difference from both versions but I'd recommend using the 32-bit version since most plugins/extensions are designed to run with the 32-bit version.
