If you read some reviews, the cooler I recommended is generally considered the best air cooler on the market. I own two, and I can tell you they are quiet, even on full blast.

It looks to me like that Vengeance RAM has heat spreaders.
You better find out if it will fit under whatever cooler you choose.
Depending on your motherboard, the cooler may overhang the RAM slots with little clearance.
Or just use RAM without heat spreaders.
I have chosen Corsair Vengeance 1600MHz 16GB (8x2GB) - I will stick to the Hyper 212 Plus Ty !
Why 8 x 2 GB?
Why 16GB of ram, that's my question? Do you expect better performance, is this a fool hearted attempt to future-proof ( dumbest computer term ever).
Yes, what you choose is good for oveclocking and is better than the Hyper 212+. The Hyper 212+ gives you the best bang for the buck but is far from the best air cooler. How high do you want to overclock? The next tier up are the Noctura DH, Thermalright solver arrow, Phanteks
