Hello hdbear7 and welcome to Seven Forums.

To quote from a Microsoft Development Network blog:

We do want to caution folks in trying to generalize an “absolute” WEI as necessary for a given individual. We each have different tolerances or more importantly expectations for how a PC should perform and the same WEI might mean very different things to different individuals.

In other words, Microsoft made what appears to be an arbitary decision to put a maximum score at 7.9 and give an overall score based on the lowest rating. Had they chosen 6.5 as the maximum score you would have maxed everything out. IMHO it's really nothing to be concerned about unless your machine is lagging, slow to boot, etc. Having said that, you may find this previous Seven Forums thread interesting along with a lot of suggestions on how to improve a rating.
