Sounds like everything is pointing to two possibilities, your PSU or your GPU. Does the mobo have graphics on board? if so you can remove the 9800 and moving the monitor cable to the mobo output, test it. If the video comes back then it will be the graphics card and it'll be time to shop for a replacement. If no joy with that then I would then check the PSU.

i started the test as u told..yes there were beeps.no memory i guess.but the problem is not gone.still the pc turns off.and on..what can i do now?
i don't think the motherboard has video onboard.but im not sure.it's GA-EP43C-DS3.and my graphics card is gtx560ti.thanx for the reply
got to get some sleep. just make sure your cpu heat sink is in place. just in case you missed that post. you can always go get a cheap multimeter if you want to check your power supply. there is tuns of step by step instructions on how to do it. good night all. looking forward to the conclusion on this one.

When you did the diagnostic test, did the PC react just as predicted through each step?
You would have got the "no memory" beeps, shut down, added one stick of memory, started up, got a different beep code meaning "no video card", shut down, added video card, started up, and got a BIOS screen and could enter BIOS if you wanted.
If everything did not go exactly as above, where did it stop (differ)?
so shutting down would be normal? I did it 4 hours ago..but i dont remember if it turned itself on again.it did beep (beeps with little intervals) but i didnt do the second step..i'll do that in the morning and post the result.thank u
Yes, until you get into an OS (Operating System - like W7) the computer will not do anything automatically. You have to use CTRL-ALT-DEL, or the RESET button on your case to restart the system manually. To SHUT DOWN to add/remove parts you just push the POWER button on your case.
In a pinch you can even switch the power off in the back of the power supply. The BIOS does not need to "shut down properly" like an OS would.
Just remember that the purpose is to test the major components of your system to see if you can isolate the offending part. You always shut the computer OFF and disconnect the power before working inside your machine (adding or removing parts).
You turn the computer on after each replacement just long enough to test for the expected outcome, then manually shut it OFF again to do the next thing.
Pay attention and note what happens as you add the parts back. You can report here what the beep codes were (3 short, or 2 short - one long, etc.) if you want an explanation.
If the diagnostic process does not go exactly as I posted previously (post #14), then note what happened differently and let us know here.
i have removed everything except cpu and mobo itself(removed ram sticks)..i get beeps with short intervals and the pc turns off (9 beeps, but i think it goes on if the pc wouldnt turn off)..and the annoying part is that the pc still turns itself on again.so the problem isnt gone :/

according to that site, most everything is pointing to the bios. but you should look and see for yourself.
