Open a command prompt and type this then press enter:

    type C: DIR/DIR/yourtext.txt

But instead of / use \.

See if it types the complete contents to the screen.

Wrap it in quotes ("), like this:

    type "F:\Documents and Settings\MyUser\Desktop\My Data.txt"

Are you killing chkdsk when it hangs at 15%? How long did you let it try? I don't think I've ever seen chkdsk actually hang; it sometimes takes quite a while to finish though, especially if it's correcting a lot of issues.

Did you check out that "Previous Versions" tab when you were looking at file properties? I kind of doubt there's anything there as the drive's not likely monitored, but it's worth checking.

Also might want to check out what this can recover: http://www.piriform.com/recuva/download

No, I didn't mean for you to buy that Recuva software, there's a free version downloadable from that link. Reverse that "buy" if you can. There are other ways. There are plenty of forum members here that can help you!!!
