Windows has encountered communicating with a device....

    Please help me.
I present to you the predicament.

Windows has encountered a problem communicating with a device connected to your computer.

This error can be caused by unplugging a removable storage device such as an external USB drive that is failing. Make sure any removable storage is properly connected and then restart your computer.

    Status: 0x00000e9

Info: An unexpected I/O error has occured.

    I use a Samsung netbook (N150 Plus)
    running on Windows 7 starter
    My only options are:
    -Launch Startup Repair
    -Start windows normally
and both did not work and only leads me to the same error message.

If you open Device Manger (devmgmt.msc), do you see any devices with a yellow mark? Anything unusual if you look in the Disk Drives section, or USB, or any other sections?

If you select the View option to "show hidden devices", anything there?

I seem to remember something about external drives/devices being disconnected incorrectly and the bus or port needing to be reset.

    No.

I cannot open it. It stops me at booting.
