CPU To hot - Was it over clocked to far? or over heated?

I bought a used motherboard with an AMD Dual Core 3.2Ghz processor, 2Gb Corsair ram and it had a huge old Blue orb heatsink fan on it,, b4 i made my purchase i ha dthe guy boot it into the bios for me to verify it was running and working ok,,, i didnt check temps or voltages because i wasnt sure what i would do with it.

So when i got it home i noticed the fan blades were busted off the main shaft,, i pulled up on the blades and the whole blade unit just came off the heat sink.,, So i tinkered around with it and figured well its no good anyhow so i put a dab of superglue on the center shaft and set the blades back on then fired up the PC,, it worked the blades no longer wobbled and made noise as they hit the outter aluminum fins.

I verified the fan speed in the bios and all was good,, watched the temps and saw it was running a bit hot at around 55 Degrees celsius,, so i booted into windows anyhow and i downloded CPUID's Pc Wizzard and installed it and then checked my temps from within windows and it was still hot between 55 and 60 at idle,,, to hot for me. So i gave in and just swapped out the Blue orb for a deep cool 2 heat pipe cooler i had on my other PC that was working fine and doing a good job of keeping temp around 34 at idle and 44ish under load.

Now that i swapped in the deep cool im getting a bit lower on the temps around 55ish at idle and she shoots up quick under load and gets to around 65-70ish before i give in and shut er down.
So my question is,,, is it possible the guy i got this thing from overheated it and did damage to the CPU or possibly overclocked it to much maybe and damaged it in that manner?
I have it set up in a decent raidmax case with a 120mm fan pulling air in from the front and 2 plus the PSU pushing it out the back so there should be suffecient air flow through the case.
Heres a pic when it had the blue orb on it.

No problem also I think you mentioned you changed heatsinks right do a double check on that too just to be safe

you can also check AMD site for your chip they do have something there for installing CQ if your chip doesn't have it I think it was Athlon chips

I will look at the site for it,, i have the original drivers CD but running windows 7 and when i try to start that CD just get the dreaded "This program was not designed to run in this OS" or something like that,, ill browse the folders as that pc is not connected to online right now. I verified the H/S fan is properly mounted and i used the proper amount of arctic silver on it too,, done hundreds of these so thats why im wondering what is up with the heat on this one.,, its also showing signs of CPU activity right after boot and sometimes wont let me click things,, i installed and updated W7U and added MS Security essentials and thats it other than nvidia drivers. ,, im going to mess with it some more right now.

activity Processes good place to look
Maybe there is a bug running up the resources and causeing it to run load

Hmmm shouldnt be any bugs so to speak,,,, again its a fresh install thats fully updated and no other programs than what is required driver wise,, i will look at the processes though and see whats going on.
    thanks!

Well i messed around with it for awhile,,, no improvements on anything,, still get Slight CPU activity and not just at boot,, at idle it will jump from 3% usage up to 12-20% about every 3-8 seconds.
As for the heat issue just running it and watching the temps in the bios im seeing 55-62c
i uninstalled CPUID's Pc Wizzard and installed speedfan shes still between 55 and 60c just at idle,,

Im stumped!! I think the 120mm fan i have at the front of the case is a bit weak i will swap it out tomorrow for a better one and see if that helps any.

This Asus board has these huge copper coolers on the board (see attached) for the NB and SB and it gets super hot!! maybe way to hot,, it also had some small fans that mount on them to help cool them.. i have one and only one will work because the cpu h/s fan is to close to the one that sits horizontial on the board,,, it didnt seem to make a diference weather it was on or off. Im thinking i may need to remove the copper stuff and re-thermal grease it to help get better cooling there. I'll see if swapping out the 120mm case fan helps first.
Be back tomorrow with more. Thanks for your ideas and help guys!
    Rock on!!

You didn't say if you alcohol-cleaned the cpu & replacement sink and re-pasted a light, uniform coating. If you didn't do this, you're not getting proper heat transfer out.
