it isn't a feature all touchpads have.

    Anyway, follow these steps:
-download and install the touchpad drivers from the laptop manufacturer's support area of the site.
-click on Start button and write "mouse" in the small seachbox near the bottom of the panel, then select the first entry from the top (that should be called "mouse")
-go to the tab called Hardware, and there you should see some button to open your trackpad's utility to change such features.

You need to try and tinker on your own with the options and settings of the trackpad's utility, since every trackpad around has a different one with different features.

As mentioned what features are available depend on the manufacturer and sometimes on the driver installed. My Acer aspire has a dedicated horizontal scroll button between the right and left click buttons that scrolls left or right. It also has a vertical scroll feature on the right side of the scroll pad. If I move my finger up and down along the extreme right edge it will scroll vertically up and down the page. My Logitech keyboard has a built in scroll pad. On it a two finger swipe activates the scroll function. Read the manual to see what features are supported on your device.
