Windows 7: OS will not see video camera

OS will not see video camera

I'm trying to connect my HV20 to my laptop via firewire. When I plug it in, I don't get tones or any notification from Windows that it sees my camera.

I know it's not the port as I've connected an external HDD via firewire to that port and it was found. I tested the camera on a different computer and it works.

What could be going wrong here?

I tried the legacy drivers but that didn't fix it.
