Issues with mouse not working properly

Let me start by saying this is my first time posting/visiting the site so if this isn't in the correct forum I apologize. Let me start with a bit of background info...I'm runnning Win 7 Home Premium x64 with 2 user accounts. Whenever I start up, everythings does as it should until I reach the user select screen. When it gets there it automatically selects the first user account without any input from me. Once the first account loads and the desktop appears, things start popping up at random as if they are being clicked by the mouse (example: start menu comes up as if I've clicked the windows button in the bottom left corner). Also, the right-click function on the mouse will not work. The right click menu appears very breifly but then disappears (as if a left click has happened).

After the comp is up and running for a short period the mouse functionality seems to go back to normal (I'm having no issues as I type this post). However, on a restart or shut down/start up it always reverts back to the problem. I realize this doesn't seem like a very serious issue, but it makes it impossible to select my 2nd user account.

On a side note, I tried to use system restore to see if that might help and I got an error message saying system restore failed to work (0x800703f1). I did some searching but didn't find any real difinitive info about this error message online, could it be related to my initial problem? Thanks for the long read

Edit: Forgot to mention that I tried a different mouse but still had the same issues
