HP p6633w PC , CPU Lags/Freezes, while playing Swtor , and any games

I have a HP pavilion p6633w series Desktop , I just added a XFX Radeon HD 6770 Graphics card with a 650w power supply From *CoolMaster* , i also added 4gs of Ram now totaling 9gs. I've been using my new graphics card for a month or so now and started playing Swtor Recently . All of a sudden i started getting REALLY bad CPU lag or atleast that's what it seemed like, i started getting choppy gameplay randomly and it goes back to normal and when i exit out of the game i now have massive choppy skippy lag contently , and restarting my PC does not do anything , i tried to restart it when i had this lag it took 2 minutes to shut down and when i tried to turn it on it loaded then stayed at a black screen it took atleast 8 boot ups for it to go to the log in screen and it even did that in a weird way. I tired to go to my boot menu but it made the screen turn black and showed white fizz crap across the screen then shutdown and tried to start up again and went to the black screen once more . I'm using my PC right now , but everything has this weird ghost lag every few seconds & on videos too .... I'm going tomorrow to get a new prossesor , but i don't entirely know if the prossesor is the problem , i'm not sure what to replace , can anyone tell me what is wrong ?
