Can you break it down to just one function? e.g. not have Skype, YouTube, Recording DAW software, etc., all going at the same time and all vying for the sound device. Too many devices at one time and if one of the applications does not release the sound device then it would act like you are seeing.
If one application you try does not cause the problem, try another (just the one application) and see if it does it with that.
If any application will cause it, there could be a Windows corruption for the sound. Uninstalling the device (IDT) in the Device Manager (but NOT the drivers) then restarting the PC will force Windows to reinstall the sound and many times fix flakey problems.
