Phenom product retail or OEM?

I have been given suggestion as an upgrade being this in a previous thread of mine but I am not sure if it is a retail with a heatsink or just the CPU itself. Which one is it?

If you will click on the 'Details' tab, you will read that it says Heatsink and Fan included.

For example, a user buys a Retail (single license, not VL Build) version of Windows 7 Professional. The user buys a new laptop, uninstalls Win7 Retail from the old laptop, and re-installs it to the new one. If I understood correctly, this is possible, since the key is only activated one machine at...

Activating Windows 7 with retail product key
My question is; are Windows 7 RTM retail product keys locked to a particular installation CD, or can they be used with any retail installation CD? (As long as they haven't been used before or are associated with a different edition of course). Thanks in advance.
