Whenever I connect my 2.5'' Hard drive via an enclosure, it causes power surge on the usb ports on multiple computers, does this mean that the hard drive is screwed already ?

How do you know it causes power surges?
If you are sure it causes power surges on several systems I would first check the cables. If they are okay I would backup all data if you can and replace the hard drive. A hard drive can go bad any time.
That would nail it down for me after I made sure the cable was okay.
I never had that problem is why I'm thinking I have never seen Windows 7 report such a error.
It is more likely that the enclosure is screwed badly. I had a fair share of cheap enclosures fail horribly and that is one of the possible errors. USB controllers and power management are in the enclosure's own board, if the disk dies it's more likely that the device isn't recognized at all or locks up when loading in My Computer.
If it has any warranty, call someone (seller/manufacturer) and have it replaced.
If not, try extracting the drive from the enclosure and connecting it as if it was internal. There is a good chance it will work.
