    hard drive problem

i installed a second hard drive into my pc
i deleted all the files from it . but when i look at my computer there is a blue line and 18gb is used.
i have tried to format the drive but cannot.i get a message saying windows cannot format drive quit any disk utilities or other programs that are using this drive and make sure no window is displaying contents of drive, then try formatting again. i keep getting this message.
the drive did have windows vista and i think it is this that is stopping me.
i am running windows 7 home premium on my pc.
the drive is only 80gb total but i wont it as a backup.
    can anyone help.
