CMOS battery on the motherboard might be dead, (CR-2032 most likely battery model#) that would have you getting defaulted ugly settings every time you boot, but doesn't explain the supposed BIOS back tracking, unless that bios has some weird setting I've never heard of on a CMOS battery dead.

I have seen a power button on the case cause such problems.
Because of a small short in the button it would cause a startup over and over a few times. When the computer is off it would cause a short (power to ground) and drain the bios battery.

You can turn off the computer and disconnect the power buttons (power/reset) on the case from the motherboard.
If your battery is still charged and the time is correct in the morning one of the button is bad.

I forget about that, because it has NEVER happened to me, the battery dying on the other hand, two different times, which is amazingly infrequent death considering it is active ALL the time and not a rechargeable battery.

Cmos Battary never did die, It was also noted that the BIOS did not revert, they just thought it did. I am really leaning to the board.

Becky you have got me confused.

    In post #6
It is posting BUT gets to starting windows and then shuts down..... Then just restarts and gets to starting windows... then shuts down... over and over again.

    In post #7
I took all the settings for the bios and changed the back to factory "Fail-Safe" settings for the trouble shooting. Installed a 2nd Hard drive Sata and installed windows to it, the moment windows reboots, and to see the windows 7 logo it take like 15-20 seconds and pc shuts down for like 5 seconds and restarts.. over and over it will do this.

    In post #12
Remember I can not get Windows to start, It just says "Starting Windows" then shuts down and like 5 seconds later pc just restart's on its own gets to "starting windows " and shuts dow

It get to starting windows and the reboots on its own.

I see Starting windows and them it shuts down, restarts and it repeats again. Starting windows and shuts down.

Now in post #25 the battery is okay. That's good.
You also tell us the bios never change they (who is they?) just thought it did. You mentioned the bios changed and you reset them in Post #7.

None of this makes any sense.

1.Now can you verify that the computer restarts over and over?
2.What do you see when it is doing the restarts? Remember you are our eyes and ears.
3.What do you do to get it to finally start Windows 7 if it ever does start Windows 7?
4.When and if it starts Windows 7 is the clock at the correct time and date?
5.Who installed Windows Ultimate on this computer?
    6. What Windows 7 does Microsoft COA sticker on the computer have.
    (Home Premium, Ultimate, Pro, ect.)
**Note: Only have the internal hard drive that has Windows 7 on it installed. Unplug every thing not needed. Phones, card readers, printers, usb drives, usb toys, ect.

Finally is this the computer you have in your specs?
