I came in the office and tried to swap out a computer. I wasn't aware that the computer was on and I started pulling all the plugs. I heard some electrical charge or discharging sound. Since then, the computer will not boot. The fans all seem to run. I had an identical machine so I swapped the power and the hard drives. I removed the cmos battery and replaced it.
What else can I try to troubleshoot this.

Please let us know if the system doesn't boot or POST. Please let us know the below information:
Do you hear any beep codes from the system?
Does the power light comes on the system?
What is the LED light on CAPS,NUM and SCROLL lock?
Do we receive any error message on the system?
Please provide us this information so that we can be in a better position to understand and resolve this issue.

Umm.... This may seem perfectly obvious but, have you checked to be sure that the monitor is working fine? Use a different monitor and be sure that pulling the plug hasn't fried the monitor. It may be booting and you can't see it.
