ok so for the upgrade for a good processor i need new motherboard, change from L2 to L3 cache and DDR2 to DDR3, good graphics card and a new case and power supply. the HD 7750 is cheaper than the 7870

With the i5-3470 the cooler wouldn't be needed?
Yes it would. You should be able to get a decent aftermarket air cooler for around $35, I use the Fenrir Titan or you could look at the Noctua NH-D14 (more expensive but a better cooler as it uses more heatpipes than the Fenrir). If you're not overclocking your CPU then 1600MHz RAM should suffice, I use Kingston HyperX Genesis and it's been fine for me so far.
As for the GPU, go for a manufacturer's card (ASUS, MSI etc) as they'll offer better cooling solutions than reference cards. If you can stretch to the 7850 or 7870 then do so. Easily upgradeable further down the road.

I was searching through xsplit forums and saw processors similar to i5-3470 they couldn't stream in 1080p xsplit says it recommends a passmark of 10,000 or higher to stream in 1080p

That surprises me ! But if true then looks like you'll need to jump to the i7?

That's more like it as a i5 can run like the wind and I would think it's the GPU that makes a huge difference. I can't sing the praises of the AMD 7870 more but for value maybe Nvidia would be the better choice?

But watch for connectivity to your monitor.
