    One way to isolate a noise is use an empty paper towel tube, one end to your ear, the other to moving parts in the PC. Do you also have case fans? The CPU fan should not stop spinning, rather should slow and speed up.

    Some hardware tests to run.

    Hard drive(s)test(s):
    Pick one for your HDD brand or use Seatools.

    RAM (memory) test:
    This will require memtest on a bootable CD or USB stick.

    I just found out it's one of my top fans making the noise. At least I got a new CPU cooler anyways.

    Still doesn't explain why Chrome is freezing a lot more than usual. The GPU test, memtest, hard drive tests all passed. GPU didn't get over 60, the CPU is at 32, and the memory is fine.

    It still freezes in games sometimes. Should I update the video card and mother board?

    Throwing money at it may fix it, but I would try an older GPU driver and check if there's a newer BIOS first.
    Chrome isn't perfect, you can reinstall it and try IE on the same sites to see if it freezes too.
