unable to access data on usb keys or cds\dvds

I am having a real problem with accessing data on anything other than the c: drive.
The system registers that a usb key or cd\dvd has been inserted and even displays information on the drive.
Problem is that when you try to open either with the autoplay - open to view files or the drive icon in my computer the message comes up

Location is not accessible. Access denied.

I have tried various keys and disks and all act the same

Just tried safe mode and able to access without a problem.
Have also now discovered that problem only exists if logged in as an administrator. A standard user can access with no problems.

Do OEM activation keys always work with retail DVDs?
I tried to reinstall OS on my Vaio using retail 7SP1 DVD and VAIO's activation key (which I had to extract as it's not written on the system case). This didn't work. Perhaps I need to find Windows 7 (pre-SP1), or should I not even bother?
