What does this PassMark test tell me?

I have a PC I bought 4.5 years ago, but the performance dropped drastically like 2 years ago.
I've made a thread before about my PC and why the performance dropped.
I still haven't realized what is wrong with it, my CPU, my HDD or both, since the rest I'm 100% sure is fine.
The problem is my PC is really slow, it lags a lot, takes some time to open applications, takes A LOT of time to boot, and my browsing experience is awful, takes some time to start loading tabs as well.

I've got a 1TB HDD and an Intel C2Q Q6700 CPU. I was testing an app today, and I noticed that it lagged severely when updating the values it was supposed to show, and that same app used to work great on my PC 2 years ago.

Anyway I ran a PassMark test, and the results were obviously pretty horrible. So if anyone understands those numbers in the attachment better than me and tell me anything they see, I'd appreciate it.

Also, I was wondering, how much would it take me to upgrade my motherboard and CPU? I don't need to buy a completely new PC, since my graphics card is fine (I don't care about gaming at all), I've also got enough RAM at the moment (6GB), so basically I just want a new motherboard and CPU.

What I'm interested in for my CPU is to be good at multitasking, and handling some CPU heavy applications, like Visual Studio and SQL Server, that's it. Note that I'm not talking about a high-end cpu.
My PC was fine till it ran without problems, so I was pretty pleased with my Core 2 Quad back then, but if I were to invest on a new one, what do you guys suggest me.

My budget isn't high at the moment, so a mid-end cpu of this time should be great for me I guess, I just need some good CPU for something like 3 years, and a motherboard that can maybe support my Nvidia 9800GT Card, since I don't feel like buying a new gfx card.

At most, I'd be willing to spend like 400$, so any suggestions are welcome. Thanks!

It basically tells you how your computer rates in performance against several others. I probably can't help much on the upgrade front. You have mentioned some very CPU intensive usage. That really needs a CPU that can handle those activities. To do that would require more than your budget allows. Perhaps a clean install of the OS would help the sluggishness and download the diagnostic tool from your hard drive manufacturer's web site to test if there are any problems there.
